MANILA, Philippines—The Department of the Interior and Local Government (DILG) had issued a show-cause order against Manila Mayor Isko Moreno for getting a failed mark in the 2018 Anti-Drug Abuse Council (ADAC), the period when he was still serving as undersecretary of another government agency.
“Based on our assessment and verification in the 2018 Anti-Drug Abuse Council (ADAC) performance audit, you have failed to comply with the policy and program mandated to your office, specifically in meeting the standards and complying with the measures set forth by the National Anti-Drug Abuse Council Audit as provided by the DILG-DDB Joint Memorandum Circular 2018001,” read the show cause order dated July 9, 2021, signed by Ricojudge Javier Echiverri, DILG Undersecretary for External and Legislative Affairs.
Among other guidelines, the DOLG-DDB Joint Memorandum Circular provides guidelines for local chief executives and regional governors, as well as local anti-drug abuse council members, on how to ensure the effectiveness of local anti-drug abuse councils.
Moreno had 10 days to respond to the show cause order explaining why he should not be held liable for not complying with the circular.
The circular was dated May 21, 2018, the same month when President Rodrigo Duterte appointed him as undersecretary of the Department of Social Welfare and Development (DSWD).
Moreno only became a mayor of Manila when he ran and won against former President Joseph Estrada in 2019.
