MANILA, Philippines — OCTA Research on Monday added the Makati and Butuan city governments to its list of “high risk” areas due to high incidence of coronavirus cases in their respective localities.
In its latest monitoring report, the independent research group OCTA has put back Makati City on its “high risk” list, as well as Butuan City, in addition to Davao City, Iloilo City, Bacolod, General Santos, Baguio, Lapu-Lapu, Laoag, and Santa Rosa.
OCTA Research is using the risk levels of COVID Act Now that was developed with the Harvard Global Health Institute, Apple, Microsoft, Bloomberg, and organizations.
The risk levels under this system are color coded, with the low risk category tagged as green, medium or moderate as yellow, high as amber, and very high as red.

Four indicators are used in categorizing the risk level per area: infection, or the current reproduction number; incidence, or the seven-day average of new cases per 100,000 people and is also called average daily attack rate (ADAR); ICU utilization rate, and; testing or the seven-day average of positivity rate.
Meanwhile, it removed the “very high risk” tag on Mariveles (and in the list altogether) after the LGU pointed out some discrepancies in data OCTA presented.
New ‘high risk’ list
Makati City now places 7th among the LGUs with the most average daily COVID-19 cases after it logged 64 cases compared to the past week’s 55. Makati also currently has an incidence rate of 10.24.
Butuan, on the other hand, while placing low at 19th, has an incidence rate of 10.28.
Laoag currently has the highest incidence rate at 45.26.
On the other hand, Davao City, Quezon City, and Cebu City continue to lead the list with the most average cases with Manila jumping to 4th place after an increase in average cases from 79 to 91 and Iloilo City now at 5th after a drop from 110 to 86.
The rest of the LGUs in the list are classified as “moderate-risk,” with Bacoor currently being the lowest with 37 average reported cases of COVID and a 5.38 incidence rate.
Total number of COVID-19 infections in the country is currently at 1,513,396 after 5,651 cases were reported by health experts on Monday. This includes recoveries at 1,439,049 and 26,786 deaths.
