MANILA, Philippines — The government has allowed minors aged 15 to 17 and seniors aged 65 and above to go outside their homes to register for the Philippine Identification System (PhilSys), Malacañang said Friday.
In a statement, presidential spokesperson Harry Roque said the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases has “allowed individuals ages 15 to 17 years old and above 65 years old to leave their residence to register for the Philippine Identification System.”
While Filipinos can register online for the first step of the national ID system, the second step requires them to go to a registration center to have their biometric information and photographs taken.
Validation of documents needed for the registration will also be done on-site.

In areas under modified enhanced community quarantine (MECQ) like Metro Manila, Rizal, Bulacan, Cavite, and Laguna, those below 18 years old and over 65 years old are not allowed to go out unless the purpose is considered essential.
