LGUs told to determine fastest method of ECQ aid distribution

MANILA, Philippines — Local government units (LGUs) have been directed to determine how they will distribute aid the soonest possible time to those affected by the enhanced community quarantine (ECQ), the Department of the Interior and Local Government (DILG) said Thursday.

In a statement, the DILG  ordered LGUs to issue an executive order (EO) detailing the manner of aid distribution to their constituents “the most effective and efficient way.”

The DILG noted that LGUs must release it “15 calendars days upon receipt of the funds if the assistance is in cash or within 30 calendar days if assistance is in-kind.”

“After the issuance of the EO, they can start the distribution,” DILG spokesperson Undersecretary Jonathan Malaya said.

Some 22.9 million beneficiaries across Metro Manila, Bulacan, Rizal, Cavite and Laguna are expected to receive at least P1,000 each either in cash or in-kind. But no family must be given more than P4,000.

The Department of Budget and Management has said it already released the order to fund the assistance for the ECQ-affected individuals.

Meanwhile, the Department of Social Welfare and Development said it will give LGUs the list of aid beneficiaries amid the ECQ implementation.

The DILG, likewise, ordered LGUs to post the list on their “official website, social media accounts, and at conspicuous places in the community to foster greater transparency and accountability.”

“We will make sure that the funds downloaded to the LGUs are used for purposes they were intended for,” Malaya said.

A joint monitoring team will be formed to address complaints on the distribution of the aid and file administrative or criminal cases against officials or individuals involved in irregular or unlawful practices.

The ECQ implementation over the Greater Manila Area will lapse after April 4. The government is expected to decide on whether to extend it or not this weekend.
