MANILA, Philippines — The Manila City government has suspended classes in all levels, including graduate school, in both public and private schools on Friday, November 13, as Typhoon Ulysses (international name: Vamco) battered practically the entire Luzon mainland, including Metro Manila.

Mayor Francisco “Isko Moreno” Domagoso’s directive to suspend classes in the nation’s capital city was announced on Twitter by the Manila Public Information Office on Thursday afternoon.

According to the local government, a total of 1,125 families or more than 4,600 individuals in Manila City remain in evacuation centers as Ulysses negotiates Central Luzon.

Metro Manila and at least a dozen more areas in Luzon were placed under Signal No. 2., according to the state weather bureau’s 2 p.m. bulletin.

Weather forecasters said moderate to heavy rains will persist until Thursday night over the Cordillera Administrative Region, eastern portions of Cagayan and Isabela, Zambales, Bataan, Aurora, Cavite, western portion of Batangas, and Occidental Mindoro, including Lubang Island; while light to moderate rain with at times heavy rains will prevail over Western Visayas, Samar Provinces, Metro Manila, and the rest of Luzon.

As of 1 p.m., the eye of Ulysses was spotted 140 kilometers west of Iba, Zambales packing maximum sustained winds 130 kilometers per hour (kph) near the center and gustiness of up to 160 kph while moving westward at 25 kph to 35 kph.
