At the Senate floor on Wednesday, Senate Majority Leader Juan Miguel Zubiri moved for the consideration of Senate Resolution No. 210, which is introduced by Sen. Richard Gordon.
In sponsoring the resolution, Gordon said he was “sure the rest of the Senate will want to do this unanimously, principally because the man we are honoring is the man who served the country for three decades.”
Gordon described Albano as a “distinguished legislator” who he said was “very friendly to many people” and was also someone who “made it easier for laws to be filed.”

The late lawmaker’s sons are Isabela Gov. Rodolfo “Rodito” Albano III and Isabela 1st District Rep. Antonio Albano.
“There are many, many interesting stories m we can tell about him but, nonetheless, what is important today is that as we find out that he died… the Senate is quick to come up with this resolution honoring him and extending sympathy to the family right away,” he said.
“I think it is right for us as many of us came from Congress here — except me — but I knew him as a mayor and as a constitutional convention delegate,” he added.
“I’ve known him and I’ve listened to him, his humor, his frankness, and therefore it is my great honor to author this resolution so that the family will realize that he has a lot of friends at the Senate who reveres him, who cherishes his memory,” he further said.
Zubiri moved that all senators be made co-sponsors and authors of the resolution.
“I move that we adopt Senate Resolution 210, subject to style,” he said.
“Hearing no objection, Senate Resolution No. 210, subject to style, is hereby approved,” Senate President Vicente Sotto III said.
