MANILA, Philippines — Manila Mayor Isko Moreno has given the City Engineering department three days to report on the cause of the collapse of Sogo Hotel in Malate.

In a memorandum addressed to Engr. Armando Andres, Moreno said that his department should “immediately conduct a thorough investigation” on the incident that took the lives of two laborers.

The Manila chief executive also said the City Engineering Department should determine “all possible factors” why the budget hotel collapsed on Monday morning. The investigation, the memo stressed, should not be limited to the quality of materials used to construct the building.

Moreno earlier said that the city government is eyeing possible liability against Sogo Hotel and its demolition contractor. The building was undergoing demolition when the incident happened.
