MANILA, Philippines — A low-pressure area (LPA) re-entered the Philippine Area of Responsibility (PAR) and developed into Tropical Depression “Goring” at 8:00 a.m. on Friday, the weather bureau reported.
The LPA last spotted west of Luzon exited the PAR on Thursday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) earlier said. But at 7:00 a.m. Friday, the LPA re-entered the PAR and developed into “Goring” an hour after, according to the weather bureau.
Pagasa weather specialist Ariel Rojas said “Goring” was spotted 190 kilometers north-northwest of Basco, Batanes as of 10:00 a.m. It was packing maximum sustained winds of 45 kilometers per hour (kph) near the center and gusts of up to 60 kph. It was moving northeast at 30 kph, the state water bureau said.
Tropical cyclone wind signal number 1 was raised over Batanes, where moderate to at times heavy rains can be experienced. Ilocos Region and Babuyan Group of Islands will have light to moderate to at times heavy monsoon rains.
Rojas said residents of these areas, especially those identified at risk of flooding and landslides, were advised to monitor and take precautionary measures.
“Patuloy pong hihilahin nitong si Goring ang ating southwest monsoon o hanging habagat na nakakaapekto sa kanlurang bahagi ng Luzon,” Rojas said during Pagasa’s severe weather bulletin.
“Hindi po siya nakikitang magla-landfall o tatama sa kahit alin mang bahagi ng Philippine land mass,” he added.
The tropical depression is expected to exit the PAR later this evening or early Saturday according to Rojas.
Sea travel is risky over the seaboards of Batanes, northern Luzon and western seaboard of Central Luzon, he added.
