Moreno signs EO for ‘open governance’ policy in Manila

MANILA, Philippines — Manila Mayor Francisco “Isko” Moreno Domagoso issued on Tuesday his first executive order for the implementation of an “open governance” policy in Manila.

Executive Order No. 1 mandates that all city government issuances be published in the official media platforms of the city within 24 hours after issuance and or approval.

Covered by the order are executive orders, appointments, ordinances, and approval of projects and activities.

Moreno also ordered all procurement and bidding activities, contract signings, official meetings of all city officers be streamed online in social media platforms for transparency.

In addition, city government departments should have their respective social media accounts where they would make their announcements concerning their departments.

With this, city government departments are also ordered to crowdsource feedback and adopt “new ways of thinking” from the public in implementing policies and programs.

Julius Leonen, chief of the City Public Information Office, shall be the lead officer in ensuring the implementation of this policy, the order read.

The executive order takes effect immediately.

During his inauguration speech last Sunday, Moreno said that his administration will use “the power of technology and the reach of social media to crowdsource ideas and implement best practices”

Moreno said residents of Manila would be one “tweet and chat” away from airing their grievances to the current Manila administration.

He also assured that the public will have access to the city’s financial records, transactions and other documents. (Editor: Mike U. Frialde)
