Anyone is free to file impeachment complaint vs Duterte – DOJ chief

Guevarra thinks the President’s jail threat against impeachment proponents is empty

MANILA, Philippines — Anyone is free to file an impeachment complaint against President Rodrigo Duterte.

Department of Justice (DOJ) Secretary Menardo Guevarra issued this statement Friday, as he said he does not think the Chief Executive meant his threat to imprison those who would file a complaint to impeach him.

But Guevarra reminded those considering to file the impeachment complaint against the President that “unlike an ordinary action in court, impeachment is not strictly legal proceeding.”

“It involves a whole gamut of political, economic and other considerations,” explained Guevarra.

“In the end, the question is, did the President act against the general interest of the entire Filipino nation?” he added.

Talks of Duterte impeachment came after Supreme Court Senior Associate Justice Antonio Carpio said that allowing China to fish in the Philippines’ Exclusive Economic Zone (EEZ) violates the Constitution.
