DID YOU KNOW: Rafael de Echague became governor general of PH in 1862

Rafael de Echague became governor general of the Philippines on July 9, 1862. One of his greatest achievements was reforming education through the royal decree of Dec. 10, 1863 which implemented an education system that emphasized compulsory primary education, consolidation of the Spanish language and culture, and dignified teacher remuneration. Echague was also the first Spanish governor to occupy Malacañang Palace after an earthquake in 1863 leveled Palacio del Gobernador. —MARIELLE MEDINA, INQUIRER RESEARCH
