Rafael de Echague became governor general of the Philippines on July 9, 1862. One of his greatest achievements was reforming education through the royal decree of Dec. 10, 1863 which implemented an education system that emphasized compulsory primary education, consolidation of the Spanish language and culture, and dignified teacher remuneration.
