CARLOS Palanca Street in Quiapo, Manila used to be known as Calle Echague, after Rafael Echague, governor general of the Philippines from 1862 to 1865.
Carlos Palanca was the first Chinese consul to the Philippines. He was born Tan Quien-sien in China in 1844, and died in Manila in 1901. A prestigious literary award was also named after him. Cyril L. Bonabente, Inquirer Research
