MANILA, Philippines -- Malacañang on Saturday disputed UN rapporteur Philip Alston's report that the administration failed to institutionalize substantive reforms to end extra-judicial killings.
"That is unfair. Our government has done so many things,'' Press Secretary Cerge Remonde said in an interview over the government-run Radyo ng Bayan.
He said that President Macapagal-Arroyo's order setting up a P25-million fund to end the wave of political killings was the latest measure taken by the administration to address the issue.
Remonde also belittled Alston's observation that Ms Arroyo's order to crush the communist insurgency by 2010 was being used as an excuse by the military to tag organizations as fronts of the Communist Party of the Philippines.
He believed this observation was largely influenced by the "propaganda'' of militant groups.
"The communist elements are good at sword-and-shield strategy. They will do everything to destroy the government campaign against them,'' he said, pointing that the communist movement uses rebels as the sword and the human rights groups as the shield.
Remonde, however, said that the government views the report as a challenge "to do better.''
