MANILA, Philippines ? (UPDATE 2) Up to 10 people were reportedly killed in the onslaught of typhoon ?Juan? (international codename: Megi), authorities said Tuesday, as heavy rains continued to flood Metro Manila and seven provinces.

Four people were killed on Monday night in Pangasinan province, three of them by a collapsed structure and the other by lightning, national Red Cross spokesman Alex Rosete said.

Paterno Orduña, executive officer of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), identified three of the four victims as Ana Vidal, 29, and her daughter EJ, 4, and son Ogie, 2.

The three were lying on the floor and were about to sleep at 7:30 p.m. when the tree fell on their house. They died while being taken to the Region 1 Medical Center in Dagupan City.

This incident brought to four the total number of typhoon-related casualties in Pangasinan as ?Juan? crossed northern Luzon and exited to the South China Sea. On Monday morning, 33-year-old Reddy Espinosa, a farmer in Mangatarem town, died when he was hit by lightning.

In Nueva Ecija, the PDRRMC said Roberto Alcaybar, 60, drowned while he was crossing a river in Barangay Puncan in Carranglan town Monday night. His body was recovered on Tuesday morning.

Typhoon-related fatalities were also reported in Baguio City, Kalinga and Cagayan.

Three other people drowned in a storm surge that smashed the coastal town of Maconacon in Isabela province, which bore the brunt of Juan?s fury on Monday, provincial governor Faustino Dy said.

The National Disaster Risk Reduction and Management Council had reported three people killed elsewhere in the north of Luzon. They were identified as Vicente Decena, 53, who reportedly died after drowning in the Cagayan River; Aileen Reseicio, 20, who died after a tree fell on their house in Rizal town, Kalinga province and; Andres Realina who was pinned down by a fallen tree in Irisan, Baguio City.

Likewise, nine persons were also injured in Cagayan, Kalinga, and Baguio City.

Authorities rescued four crewmen of a fishing boat after their vessel was struck by strong waves as it was trying to dock along the shoreline of Polilio Island in Quezon province.

?As of this report, all are safe while the fishing boat was secured and brought to shore with the help of residents in the area,? the NDRRMC said.

In its latest report, the NDRRMC said the number of affected families has reached 1,689 or 7,951 persons.

Those affected are residents of 57 villages from the provinces of La Union, Pangasinan, Cagayan, Isabela, Aurora, Benguet, Kalinga and Mountain Province.

Work in government offices (except for agencies tasked to deliver basic health services and deliver emergency assistance) in Regions 1 (Ilocos), 2 (Cagayan Valley) and the Cordillera Administrative Region (CAR) has also been suspended by virtue of Memorandum Circular No. 4 issued by Malacañang Tuesday.

Meanwhile, 210 cities and municipalities in regions 1,2 and CAR are still without power since Monday, according to the NDRRMC.

Ilocos Sur and La Union are still experiencing province-wide power failure while parts of Ilocos Note and Pangasinan are also having power interruptions.

Early Tuesday, the state-run weather bureau has advised residents of Metro Manila and seven other provinces to brace for heavy rains until 12 noon as ?Juan? continued to move toward the South China Sea.

Philippine Atmospheric, Geophysical and Astronomical services Administration (PAGASA) officer-in-charge Graciano Yumul Jr. told a televised press conference that the other affected provinces are: Mindoro, Cavite, Batangas, Laguna, Bataan, Zambales, and Palawan.

However, PAGASA will not raise storm signals despite of the heavy rains.

?Until 12 noon, we will be experiencing heavy rains but there will be no storm signals raised. We would like to request the local government units and the school principals to decide if there is work or classes,? Yumul said.

Residents of Metro Manila are told to brace for localized flooding and heavy traffic because of the rains.

Yumul said that these rains were caused by ?Juan? as it intensified while continuing to move west northwest toward Hong Kong.

As of 7 a.m., Yumul said ?Juan? packed maximum winds of 175 kilometers per hour and gustiness of up to 210 kilometers per hour.

Meanwhile, in its 6 a.m. weather bulletin, PAGASA said signal number 2 remained raised over Ilocos Norte, Ilocos Sur, Abra, La Union, Pangasinan and Zambales while signal number 1 is still over Apayao, Cagayan, Kalinga, Mt. Province, Isabela, Ifugao, Benguet, Nueva Vizcaya, Quirino, Aurora, Tarlac, Nueva Ecija, Pampanga, Bulacan, Bataan, Cavite, Lubang Iland and Metro Manila.

Storm signal warnings elsewhere have been lowered, the state-run weather bureau said.
