MANILA, Philippines?Senator Benigno ?Noynoy? Aquino III?s assurance to redistribute the vast Hacienda Luisita Inc. property in five years through the Comprehensive Agrarian Reform Program (CARP) was a ?recycled and copycat campaign promise,? a party-list lawmaker said Wednesday.
Representative Rafael Mariano of Anakpawis (Toiling masses) party list said the same promises were made by the senator?s mother, the late President Corazon Aquino, as early as 1986, but have remained unfulfilled.
On the first day of the national campaign, the senator said he would make sure the 6,453-hectare property is distributed within five years, as prescribed in CARP extension reforms.
?We heard that from her mother before. Gasgas na yan (It?s a worn-out line),? Mariano said, referring to the late leader?s first policy speech during the snap presidential election on January 6, 1986 to implement agrarian reform.
Mariano recalled that 10 days later, on January 16, 1986, Aquino delivered her second major speech in Davao and said, ?You will probably ask me: Will I also apply it to my family?s Hacienda Luisita? My answer is yes.?
Mariano said the best thing that Aquino could do is to convince his relatives to withdraw their petition at the Supreme Court and allow the implementation of an order from the Department of Agrarian Reform to abandon the stock distribution option scheme and redistribute the land to the farmers.
?If the Cojuangco-Aquino family were really sincere, we challenge them to immediately (do this). It is the easiest thing to do to prove their sincerity,? Mariano said.
In a separate statement, farmers groups led by the Kilusang Magbubukid ng Pilipinas (KMP or Movement of Farmers in the Philippines) said Aquino should initiate moves to give the land to its 10,000 beneficiaries and not wait for five years.
"Why wait for 2014 when they can relinquish their immoral and unlawful control of Hacienda Luisita anytime today, tomorrow, or next week? We will not buy this gimmick. He is politically hurt by issues raised against him on the hacienda, and he just issued this eyebrow-raising, jaw-dropping statement to stop the falling trend in his ratings at the electoral box-office," said Danilo Ramos, KMP secretary general.
