JOLO, Sulu, Philippines ? More troops will be deployed to Basilan following the jailbreak of 31 inmates on Sunday dawn.
This developed as not one of the escapees has been recaptured as of Monday.
Lt. Gen. Ben Dolorfino, Western Mindanao Command chief, admitted to the Inquirer that the jailbreak was a ?real setback,? which would need an intensified military action.
Dolorfino said they intend to ?aggressively enforce the law coupled with civil military operations in coordination with civil society groups and local government units.?
The Marines Marine Battalion Landing Team 7 from this province will be sent to Basilan to augment the five battalions (one Army and four Marines) already there.
The military also announced the P2-million reward money for the recapture of escapee Dan Ansawi, a Moro Islamic Liberation Front sub-commander who was accused of being involved in the July 10 2007 ambush of Marine soldiers in Basilan.
Some of the soldiers killed in that ambush were beheaded and mutilated.
Four other MILF members escaped during the jailbreak.
Dolorfino said a P100,000 reward was also raised for the recapture of the 14 escapees who were facing common crimes.
As for the suspected 12 Abu Sayyaf members who bolted jail, Dolorfino said there will be a ?review and revival of rewards list.?
At least 20 of the escapees fled towards Sumisip town, while the rest to Albarka, Dolorfino said.
He said MILF rebels were behind the rescue of their comrades, which also led to the escape the other inmates.
?We have filed a ceasefire violation protest before the joint coordinating committee on cessation of hostilities for the MILF to turn over to authorities the escapees and to answer their liabilities not just those identified MILF rebels who escaped but as well as those responsible in the rescue operation,? he said.
The MILF denied a hand in the jailbreak.
Basilan Vice Gov. Al Rasheed Sakalahul said there was failure of intelligence on police and military authorities when armed men managed to get inside Isabela City and launch rescue operation on the provincial jail Sunday dawn.
?We are really very alarmed. How come these armed men easily walked in unnoticed and staged a rescue operation?? Sakalahul asked.
The vice governor also complained about the fact the not a single escapee has been recaptured.
Sakalahul said based on police reports, around 10 armed men used a sledge hammer to create a hole on the hollow portion of the concrete fence, which is some 20 meters away from the jail?s main gate.
?They managed to create a hole enough for two persons to pass. It appears that the ladder was used by a sniper to position and shoot whoever resisted,? Sakalahul said.
Only three jail officers were on duty when the incident happened.
Dolorfino refused to comment on allegations that there were security lapses.
?Let?s wait for the result of the investigation, its being investigated right now.?
Senior Supt. Abubakar Tulawie, Basilan police chief, also declined to comment on the issue of security lapses.
But Dolorfino said the ?intensified? military operation is not only aimed at recapturing the 31 escapees. He said government troops will also go after kidnappers now holding four captives.
This as Sakalahul said kidnappers have demanded a P20-million ransom from the family of Basilan State College Vice President Dr. Orlando Fajardo.
The demand was relayed through a call made Sunday night to Johnson Fajardo, the victim?s elder brother.
Aside from the P20-million ransom, the Abu Sayyaf kidnappers, also demanded for an initial amount of P100,000 and medicines for Fajardo who is suffering from diabetes, Sakalahul said.
What surprised Sakalahul was that the kidnappers wanted the P100,000 and medicines delivered to Basilan State College President Dr. Idris Hakim.
?We want to know if Hakim was being tapped as negotiator or emissary here,? the vice governor said.
Fajardo was snatched from his canteen in the village of Sumagdang in Isabela City on Dec. 10, a day after another kidnap victim, Marquez Singson, was beheaded by his abductors.
Singson was kidnapped with Chinese nationals Michael Tan and Oscar Tan Lu from a plywood company in Basilan on Nov. 10. The fate of the Chinese nationals remains unknown.
The other kidnap victim is Donald Capili Jr., 19, who was brought to Basilan after being kidnapped in Liloy, Zamboanga del Norte on Aug. 27.
