MANILA, Philippines?Since the alleged redundant P200-million allocation for the C-5 Road Extension Project Senator Panfilo Lacson claims to have uncovered would no longer be released, the issue should now focus on the question of ethics and propriety, Lacson told the Philippine Daily Inquirer Wednesday.
?Since the second P200 million was discovered on time and (Budget) Secretary (Rolando) Andaya had acknowledged the same as a redundant appropriation in the 2008 General Appropriations Act and therefore will no longer release the said amount, it is as good as a crime prevented from being committed,? Lacson said.
Lacson had linked Senate President Manny Villar to the alleged double entry. Villar admitted he requested that the budget for the project be increased, but he did not ask for a specific amount and said he would not benefit from the project.
Lacson said that since the second P200 million would not be released, this ?leaves us with an issue of ethics and propriety involving an elected official of the land.?
