MANILA, Philippines -- The Office of the Ombudsman said it has created a task force to investigate the torture of a holdup suspect by a Manila police precinct commander and other officers that was caught on video.
Assistant Ombudsman Jose de Jesus Jr. said the probe will determine the criminal culpability of policemen who were seen on the video beating and torturing the suspect in jail.
Deputy Ombudsman Emilio Gonzalez III will head the fact finding team, de Jesus said.

A man identified as Senior Insp. Joselito Binayug, the precinct chief, was hitting the man and tugging at a string tied to the genitals of the victim, who remained unidentified, each time he failed to answer questions.
The video sparked outrage and led to the suspension on Tuesday of Binayug and 21 of his officers and condemnation from officials of the Philippine National Police, Department of Justice and Commission on Human Rights who all decided to conduct separate investigations.
