MANILA, Philippines -- A member of the Philippine Navy was killed while another was wounded after they were allegedly shot by a Philippine Coast Guard lieutenant inside a videoke bar in Manila early Saturday, police said.

The fatality was identified as Seaman Arnel Villacillo, 35, assigned with the Task Group Maritime Security of the Philippine Navy, and a resident of Dasmariñas, Cavite. He died in hospital while undergoing treatment for a gunshot wound in the chest.

Villasillo's companion, Petty Officer 3 Glenard Mendoza, 30, sustained a gunshot wound in the shoulder and was hospitalized.

According to Chief Insp. Alberto Peco, head of the Manila Police District homicide section, Lt. Euphraim Jayson Diciano, 27, was arrested after the victim's companions beat him up following the shooting, which happened around 1:30 a.m. inside the vieoke bar on San Miguel Road in Binondo.

Prior to the shooting, the Navy men were drinking with three other companions while reportedly being entertained by guest relations officers.

Peco said a commotion broke out when the Navy group poured liquor on one of the women. This reportedly caught the attention of the Diciano, who was also having a drink at a nearby table.

Diciano was heard saying "Ano'ng problema?," Peco said, adding that a heated argument between him and the Navy men ensued.

Cooler heads apparently tried but failed to pacify Diciano, who drew his gun, which led to a scuffle between him and Villasillo, Peco said, adding that the gun then went off, hitting Villacillo and Mendoza.

Police said they were still investigating the incident.

The victims' other companions were also invited for questioning. They were also subjected to paraffin tests, Peco said.
