Bus firms ignoring ‘nose in, nose out’ policy face fines

Bus drivers in Pasay City terminals who will violate the “nose in, nose out” policy will be apprehended starting Tuesday in a revived enforcement of the regulation to ease traffic flow.

The Metropolitan Manila Development Authority (MMDA) policy directs bus drivers to enter and leave their terminals with the front-end of their vehicles first. It prohibits them from maneuvering on Edsa and blocking the busy road.

MMDA general manager Tim Orbos on Sunday warned that apprehended buses would be checked for all possible violations such as the lack of a valid transport franchise.

“We can impound the vehicle, if there is an applicable violation. Everything under the law that we can apply, we will apply,” Orbos said on the agency’s weekly radio program.

The policy was re-implemented in December on 46 bus terminals located on Edsa. In a resolution signed in August, the MMDA said bus drivers usually enter their terminals with the back-end portions of their vehicles first, blocking traffic flow.

Violators will be issued a Unified Ordinance Violation Receipt for obstruction and disregarding traffic signs. They will also be penalized.

Orbos earlier found out that nine of 16 Pasay bus terminals do not have enough entrances or garage space to comply with the nose in, nose out policy.
