LTFRB chief, another exec face graft raps over alleged TNV anomalies

CHAIRMAN Winston Ginez of the Land Transportation Franchising and Regulatory Board and a board member are facing graft complaint before the Office of the Ombudsman over the alleged irregularities in the operation of Grab and Uber taxis.

In a seven-page complaint filed by Efren De Luna, president of Association Alliance of Concerned Transport Organization (Acto), Ginez and LTFRB board member Ronaldo Corpus allegedly allowed the operation of these transport network vehicles (TNVs) without fixing fare rates, thereby committing acts punishable by Anti-Graft and Corrupt Practices Act.

De Luna said the two LTFRB officials violated the Public Service Act, which requires LTFRB to prescribe fare rates for public utility vehicles before they can operate.

De Luna said the two officials issued circulars that paved the way for TNVs to operate and charge fees to their riders.

The complainant cited the September 8 incident where thousands of commuters were stranded in Metro Manila due to traffic congestion and flooding.

During this time, TNVs refused to transport passengers who did not agree to additional charges or giving tip.

The complaint said the fare “increased dramatically” during this time, citing Uber whose fare went up four times its normal rate.
