MANILA, Philippines–The Commission on Filipino Language (CFL) was created by virtue of Republic Act No. 7104 signed on Aug. 14, 1991, by President Corazon Aquino. It replaced the Institute of Philippine Languages which replaced the Institute of National Languages (INL). The INL, established in 1937, was the first government agency to initiate the development of the national language. The CFL is tasked to promote and develop Filipino as the national language and make it an effective instrument of national development.–Marielle Medina, Inquirer Research
