According to the Bureau of Fire Protection, among the 244 total civilian fatalities in 2013, almost 24 percent or 58 cases were from the National Capital Region, the highest among all regions. The NCR also posted the highest number of injuries among civilians with 272 cases out of the recorded 697 nationwide. Marielle Medina, Inquirer Research
