Beaten candidate who killed his brother, 2 sisters surrender to authorities
ILOILO CITY—The fugitive outgoing barangay (village) captain who allegedly gunned down his three siblings in Pontevedra town in Capiz surrendered in Iloilo City late Wednesday afternoon.
Manuel Arcenas gave himself up to police and Pontevedra Mayor Esteban Jose Contreras at a house in Villa San Lorenzo in La Paz District before he was brought to the regional police headquarters at Camp Martin Delgado where he underwent investigation, according to Insp. William Limjuco, Pontevedra police chief.
Limjuco said Manuel’s wife Ruby arranged her husband’s surrender.
The suspect was brought to the Capiz Provincial Police Office about 7:40 p.m.
Limjuco said they failed to recover any firearm from Manuel. Police are also determining the owner of the house where Manuel surrendered.
Manuel allegedly killed his brother Ramon, barangay captain-elect of Manapao village, and his sisters Jennifer Arcenas-Nuyles and Evelyn Arcenas-Espinar.
Ramon defeated Manuel’s daughter Ysabel and another brother, Benjamin, in Monday’s elections. Manuel also ran for a seat in the village council but lost.
