Quezon City stores warned against giving customers candy instead of change

A gesture  by some stores that give away candies instead of the exact change to their customers may seem sweet but the Quezon City council said consumers are deprived of their change when they receive “kending sukli” (candies given instead of change).

More than 58,000 business establishments in the city have been warned against the practice of giving out candies in lieu of loose change after the city council passed a resolution condemning what they called a “deceptive and unfair” act.

Quezon City council resolution SP-5638 cites the refusal of some business establishments to give exact change to their customers, who are denied the amount due them, and encourages stores to be fair and honest at all times.

Councilor Julienne Alyson Rae Medalla, author ot the resolution, said there are cases when the change is considered small or insignificant, and some stores  simply apologize to their customers for the lack of loose change, giving them pieces of candy instead.

But the councilor maintained that such a method cannot be tolerated.

“The practice of some businessmen who refuse to give consumers their change for the simple reason that the change is small or insignificant is but a mere alibi for some unscrupulous business owners to get away from providing the exact amount of change,” she said.

But while the resolution condemns the “kending sukli” practice of some business establishments, it does not recommend sanctions against “unscrupulous” traders.
