The DA requires handlers and carriers of livestock and poultry products and by-products to register with the office to get a license to operate their business.

Prior to the granting of license and accreditation certificates, applicants are required to undergo a seminar on the proper handling of animals under the Animal Welfare Act of 1998, proper handling of animals before and after slaughter and quarantine rules and regulations.
