Charter teams considered to cut red tape

CITIZENS’ charter teams were proposed for all of Cebu City Hall’s frontline offices to streamline procedures and expedite transactions.

In a resolution passed in last Wednesday’s session, the Cebu City Council called for the creation of citizens’ charter teams starting on Aug. 1.

Councilor Jose Marie Daluz III said the teams should produce a manual detailing processes in transactions.

The manual should contain information on the offices responsible for each procedure, the maximum time for each transaction and the documentary and fee requirements.

The council tasked the Internal Audit Service Office(IASO) to take the lead in  implementing the city’s citizens charter and provide the needed resources.

Daluz said resource persons and agencies like the Civil Service Commission would  orient department and agency heads on the guidelines and  proven best-practices templates.

“All departments and attached agencies should  set up their service standards through billboards to be posted at the main entrance of offices or at the most conspicuous place,” Daluz said. Correspondent Fatrick Tabada
