Bongbong Marcos convenes Legislative-Executive Development Advisory Council

MANILA, Philippines — President Ferdinand “Bongbong” Marcos Jr. on Monday convened the Legislative-Executive Development Advisory Council (LEDAC) to discuss his administration’s legislative priorities.

The Office of the Press Secretary said the President and the 20-member council discussed the status of the executive department’s legislative agenda, which was presented by Marcos in his State of the Nation Address last July.

They also discussed the standards for the “common legislative agenda” and the changes needed for the COVID-19 vaccination program.

“Nakipagpulong si Pangulong Ferdinand R. Marcos Jr. sa Legislative Executive Development Advisory Council upang pag-usapan ang mga batas na uunahing ipatupad ng administrasyon,” the OPS said in a Twitter post.

(The President convened the LEDAC to talk about legislation that needs to be passed first under his administration.)

LEDAC members include:

the Vice President

-seven members of the Cabinet designated by the President

-three members of the Senate designated by the Senate President

-three members of the House of Representatives designated by the Speaker of the House

-a representative of the local government units (LGUs)

-a representative from the youth sector and a representative from the private sector

The OPS earlier said priority measures that the LEDAC is expected to tackle include the National Government Rightsizing Program (NGRP); Budget Modernization Bill; Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE), and the Unified System of Separation, Retirement, and Pension.

Economic bills that are expected to be discussed include the E-Governance Act; National Land Use Act; Tax Package 3: Valuation Reform Bill; Passive Income and Financial Intermediary Taxation Act (PIFITA), and the  Internet Transaction Act or E-Commerce Law.

In the area of national security, the LEDAC will also tackle the National Defense Act; Mandatory Reserve Officers’ Training Corps (ROTC) and National Service Training Program (NSTP); the establishment of a Medical Reserve Corps, National Disease Prevention Management Authority, Virology Institute of the Philippines, and Department of Water Resources.

Likewise included in the LEDAC agenda are the enactment of an enabling law for the natural gas industry, amendments to the Electric Power Industry Reform Act or EPIRA (Republic Act No. 9136), and amendments to the Build-Operate-Transfer (BOT) Law.
