Another 12 bills lapse into law as Duterte ends Presidential term

MANILA, Philippines — As outgoing President Rodrigo Duterte bade goodbye to his office, 12 more measures have been left without his signature, including establishing and converting the Land Transportation Office (LTO) in some areas of the country.

Malacañang on Wednesday released 12 more bills that have lapsed into law without the President’s signature, including those that establish and convert school campuses, rename provincial bridges, declare holidays, and grant Philippine citizenship.

Legislative measures lapse into law if the President does not act on them after 30 days of receipt.

The said bills lapsed into law between May 27 to June 2.

These are:

• Republic Act No. 11787 which converts the Pinamungajan Extension Campus of the Cebu Technological University (CTU) in the Municipality of Pinamungajan, Province of Cebu, into a regular campus of the CTU, to be known as the CTU-Pinamungajan Campus (Lapsed into law May 29, 2022)
• Republic Act No. 11788 which establishes campuses of the Cebu Technological University in the City of Toledo and in the Municipality of Asturias, Province of Cebu, to be known respectively as the Cebu Technological University-Toledo City Campus and the Cebu Technological University-Asturias Campus (Lapsed into Law May 29, 2022)
• Republic Act No. 11789 which converts the extension office of the Land Transportation Office (LTO) in the Second District of the Province of Bohol into a “Classic C” LTO District Office (Lapsed into Law May 29, 2022)
• Republic Act No. 11790 which establishes an extension office of the Regional Land Transportation Franchising and Regulatory Board in Puerto Princesa City (Lapsed into law May 29, 2022)
• Republic Act No. 11791 which converts the Satellite Office of the Land Transportation Office (LTO) in the Municipality of Tanay, Province of Rizal into a regular LTO District Office (Lapsed into law May 29, 2022)
• Republic Act No. 11792 which establishes a regular district office of the Land Transportation Office (LTO) in the Municipality of Calamba, Province of Misamis Occidental (Lapsed into law May 29, 2022)
• Republic Act No. 11799 which declares April 28 of every year as a special working holiday in the Province of Aurora to commemorate the death anniversary of Doña Aurora Aragon-Quezon (Lapsed into law May 27, 2022)
• Republic Act No. 11800 which integrates the Consolacion Community College in the Municipality of Consolacion, Province of Cebu, into the Cebu Technological University (CTU), to be known as the CTU-Consolacion Campus (Lapsed into law May 27, 2022)
• Republic Act No. 11825 which expands the coverage of foundation days and feast days as special non-working public holidays in the Province of Davao Oriental to include Cities, Municipalities and Barangays therein (Lapsed into law June 2, 2022)
• Republic Act No. 11826 which grants Philippine citizenship to Kwok Yam Ian Chan (Lapsed into law June 2, 2022)
• Republic Act No. 11827 which renames the Lobog Bridge, traversing Barangay Panalsalan in the Municipality of Plaridel, Province of Misamis Occidental, as Alfonso Burlat Apdujan Bridge (Lapsed into law June 2, 2022)
• Republic Act No. 11828 which names the first Cebu-Mactan Bridge traversing the Mactan Channel located at A.C. Cortes Avenue in barangay Looc, Mandaue City up to the Mandaue-Mactan Road in Barangay Pajo, Lapu-Lapu City, both in the Province of Cebu (Lapsed into law June 2, 2022) — Nicole Faye Agcaoili, INQUIRER.net trainee
