The Metropolitan Manila Development Authority (MMDA) said Airman Second Class Manuel Ognes Jr, who was driving the car which crashed into concrete barriers on EDSA in Cubao, Quezon City before bursting into flames, was found to be drunk based on a breathalyzer test.

Witness Jasper Adrian Ibanga said that concerned motorists rescued Ognes Jr.

“He was the only one who was able to get out of the car after motorists helped him escape, but the motorists left the scene when they noticed that the vehicle suddenly emitted smoke because they’re afraid it might explode,” Ibanga told INQUIRER.net in a text message.

The witness, who is a resident living nearby, said there have been at least five accidents in the area because of the concrete barriers.

“This is not the only time when a vehicle crashed into concrete barriers… All I’m saying is, they should put safety measures for the drivers since there have been accidents in that area before,” Ibanga said.
