Murder with kidnapping charges have been filed against former San Jose Del Monte City Drug Enforcement chief Police Maj. Leo Commendador dela Rosa and his subordinates Police Staff Sergeants Benjie Enconado, Jayson Legaspi, Irwin Yuson, Edmund Catubay Jr., Police Cpl.
