Caloocan City policemen are set to be back in the field as they finished on Monday their retraining and reorientation program after the entire police force was relieved following allegations of abuse under the government’s anti-illegal drug campaign.
It can be recalled that National Capital Region Police Office (NCRPO) chief Director Oscar Albayalde had ordered the relief of the whole Caloocan City Police last September amidst controversy in the death of 19-year-old Carl Angelo Arnaiz, and the search-without-warrant of a house where some Caloocan policemen were accused of theft.

The 1,076 cops started to undergo their retraining last October 2 at Camp Bagong Diwa in Taguig City in a bid to cleanse their ranks.
But according to Albayalde, only 972 policemen passed the retraining program. Out of the 104 cops who failed, 49 did not undergo drug testing.
Meanwhile, 29 policemen were recommended to be assigned outside the National Capital Region while 41 others would be undergoing another retraining after they achieved ratings between 51 and 61.
Moreover, 32 policemen were assessed as unfit for service for having a grade of below 50 while two cops did not join the retraining.
Both newly-appointed Caloocan City Police chief Sr. Supt. Jemar Modequillo and Deputy Chief Insp. Ilustre Mendoza have been ordered to keep their posts. /kga
