Nov. 1
The Biak-na-Bato Constitution is drafted and signed in 1897 by Emilio Aguinaldo and other revolutionaries. It includes a bill of rights to safeguard the individual liberties and a declaration of the revolution’s aim to separate the Philippines from the Spanish monarchy.

Nov. 3
The National Power Corp. is established in 1936 as a nonstock public corporation.
It later became a government-owned stock corporation. At present, its primary function is to provide electricity to off-grid areas around the country.

Nov. 5
The Republic of Negros is proclaimed in 1898 in the plaza of Bago in Negros Occidental province by the revolutionary forces led by General Juan Anacleto Araneta and Aniceto Lacson.

The Philippine Rice Research Institute was created in 1985 to undertake research and
development on “high-yielding and cost-reducing” rice production for Filipino farmers.
