How are drugs distributed from NBP to all around PH? Inmate recounts

A former police on Thursday bared how drugs were distributed from the New Bilibid Prison (NBP) to all around the Philippines.

Nonilo Arile, a convicted cop who served as a government asset, has provided the police with information on illegal drug transactions inside prison that led to the “Oplan Cronus” by the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG).

Oplan Cronus was supposed to be an operation to conduct a massive raid inside the Bilibid but the Oplan did not push through. Arile said former CIDG Chief Benjamin Magalong informed former Deputy Director Gen. Marcelo Garbo about the Oplan. Garbo was one of the five generals mentioned by President Rodrigo Duterte allegedly involved in the illegal drug trade.

Arile said that the Oplan did not push through because it was blocked by Senator Leila De Lima.

Prior to the December 2014 raid, Arile said illegal drug transaction is a “booming business” inside the prison. Inmates managed to continue their trade using mobile phones to give instructions to their minions outside.

Arile said the top drug dealer inside the Bilbid is Ben Marcelo, convicted for kidnapping-for-ransom. He previously owned a two-storey kubol inside the NBP.

According to Arile, Marcelo’s spokesman is Peter Co, a convicted drug dealer.

“Co is fluent in both English and Tagalog and he directly talks not only to the inmates but to the prison officials,” Arile said.

Arile said other inmates order drugs from Marcelo. However, he did not specify the frequency of the orders. Inmates who order drugs from Marcelo are the following:

  • Jerry Pepino orders 150 kilos from Marcelo.
  • Dan Feliciano, former commander of the Batang City Jail (BCJ), orders 50 kilos of shabu and distribute it in Pampanga.
  • Christopher Soliva, BCJ commander, orders 40 kilos of shabu.
  • Romil Baltar, 30 kilos for distribution in Samar and Leyte
  • Dexter Chua distributes 50 kilos of shabu in Metro Manila

Other drug dealers identified by Arile are the following:

  • Sam Li Chua and his right hand Jojo Baligad. Distributes 250 kilos nationwide.
  • Alias Shong, former organic member of the Hong Kong police. He distributes 150 kilos in Manila and up north.
  • Dodong Bertulfo, BCJ assistant commander, distributes 100 kilos of shabu in Visayas and has his own bodega or storage facility.
  • Former police officer Clarence Dongail distributes 200 kilos of shabu in Dipolog, Cagayan and Isabela. He is often visited by his friend, a certain Colonel Dumlao.
  • Alias Boy Buwaya, mayor or the head of Dorm 6B inside the Maximum Security Compound, distrubutes 180 kilos of shabu nationwide.
  • Peter Co supplies 300 kilos of shabu each to convicts Jaybee Sebastian and Herbert “Ampang” Colanggo.
  • A certain Hans supplies 250 kilos of shabu nationwide.
  • A certain Kim distributes 70 kilos of shabu in Binondo, Caloocan and Roxas City.
  • William Ong distributes 200 kilos in Cavite, Marinduque, Boracay, Iloilo and Cebu
  • Willie Ang of Batang Arellano distributes 150 kilos of shabu nationwide.
  • Jaime Pacho distributes 250 kilos in Las Piñas, Parañaque, Boracay, Romblon and Caticlan.
  • Boy Delgado of Batman Gang distributes 120 kilos in the Bicol region.
  • Wilson Dy distributes 150 kilos in Metro Manila.
  • Roberto Lee of BCJ distributes 250 kilos in Masbate and Romblon. Arile said Lee is very generous especially during his birthday and during Christmas by treating the inmates and guards with 15 to 20 lechon or roasted pig.
  • Vicenty Sy and Zayden Macabalang distribute 75 kilos of shabu in Quiapo, Manila and Culiat.
  • Alias Chacha of Sputnik distributes 60 kilos in Bulacan.
  • Jackso Lee
  • A certain Egay
  • Tatay Angsee, highly respected by all Chinese inmates.

Arile said Sebastian wanted to monopolize the drug transactions inside prison, thus he hatched a plan of setting up his fellow inmates to convince De Lima to use him as a government asset.

He also revealed Sebastian’s bank account where he deposited proceeds from the drug transaction—a Banco De Oro account under the name of Coco Jewelry Shop with account number 000310079586. RAM
