Robredo to cops: Win the war on crime but do it right

“WE all want change but the right will always triumph.”

So said Vice President Leni Robredo to remind police officers who are at the center of the government’s fight against drugs that while she is one with the Philippine National Police in its drive against illegal drugs, the means of achieving a drug and crime-free society are just as important.

“Ang tama ang laging magwawagi. Iyan po ang aming paniniwala, bali-baliktarin man ang mundo. Marami tayong hinaharap na suliranin sa ating lipunan. Lahat po tayo ay naghahangad ng pagbabago. Ang pamamaraan ng pagbabago ay mahalaga sa ating kapayapaan, hindi lamang ang uri ng pagbabago na ating inaasam-asam,” Robredo said in her speech during the 4th anniversary of the Center for Police Strategy Management (CPSM) office at Camp Crame.

“Lahat ng Pilipino ay nangangarap ng lipunang walang droga at krimen. Ngunit kung paano natin ito mararating ay kasing importante ng mismong pangarap na iyon,” she said.

Robredo stressed that people should not just “live on brute force or strength” but “on moral courage, which, is far more rare than bravery in the line of fire.”

“(B)eing excellent in our sworn jobs to serve and protect our countrymen is not all about what we do in the line of fire. It also means building the stability of institutions that keep the peace;

“It’s not about deciding who dies or who lives. It’s also about making sure that when the fighting dies down, what’s left is a community that trusts more than fears. A community that can live together in peace,” she said.

Robredo suggested that the PNP should stick to the strategic initiatives of the Patrol (Peace and Order Agenda for Transformation and upholding of the Rule-Of- Law) Plan 2030, which consists the PNP’s vision 14 years from now.

“Your strategic initiatives are impressive: One, there’s strategic planning and performance management which revolutionizes and institutionalizes the new culture of governance that can realize very concrete and tangible results within the PNP. Two, initiatives to integrate and showcase PNP reforms through the “Model Police Station” and the PNP Quality Service Lane should bring back the public’s trust in the police force,” she said.

“Third, the reform of the budget system should make sure that every peso our taxpayers pay is used for good. Fourth, the focus on organizational development ensures that there are safeguards to guard against abuse, among other things. Fifth, the improvement of the human resource system will ensure that each man in uniform is taken cared of from recruitment to retirement;

“Sixth, a good crime analysis program will institute an evidence-based fight against crime. Seventh, the reform of the logistics management system reduces corruption. Eighth, the Police Integrated Patrol System will intensify law enforcement operations. Ninth, improvement of case management will enable police commanders and other supervisors to effectively manage the investigation of crimes;

“Tenth, the barangay peacekeeping operations will involve the community in fighting crime. And lastly, a better education and training system ensures that excellence is within every police officer,” she said.

Robredo said that while she supports the President Duterte’s program against drugs, she denounces the extrajudicial killings in the country.
