THE COMMISSION on Elections (Comelec) was created by virtue of Commonwealth Act No. 607 signed on Aug. 22, 1940. It immediately functioned on Sept. 14, 1940 and supervised the Dec. 10, 1940 elections. At present, the Comelec main office is located at the Palacio del Gobernador on Gen.
