Aquino: DSWD not perfect but has improved through the years

President Benigno Aquino III on Tuesday trumpeted the achievements of the Department of Social Welfare and Development (DSWD) under his administration during the agency’s 65th anniversary event at Malacañang.

Aquino said the public’s negative view of the DSWD as something equivalent to calamities and disasters had changed in the past five to six years.

“Naalala ko po, pagkatapos ng Bagyong Ondoy noong 2009, pre-Daang Matuwid era pa ho ito, ang nagkalat na tarpaulin ng DSWD, panay tungkol sa kung saan puwedeng magbigay ng tulong at donasyon. Ang lumalabas, mismong DSWD pa ang nanghihingi ng relief goods sa publiko,” Aquino said in his speech.

“Ganyan ang nakasanayang estilo’t pag-iisip noon, di po ba? Tuloy, dahil sa kapabayaan ng pinalitan natin, ang unang naiisip ng tao kapag nakakakita ng taga-DSWD: May matinding sakuna; sigurado, may malaking problema. Ang mga kawani, gustuhin mang magkawanggawa, ay hirap na hirap na may magawa,” he added.

But citing the onslaught of Supertyphoon “Yolanda” (Haiyan), Aquino said it was not a perfect run for DWSD in its disaster response and relief operations.

“Gayumpaman, di natin sinasabing perpekto na ang lahat. Tulad na lang noong Yolanda: Sa tindi ng bagyo, nadamay pati mga warehouse natin, at tinangay ang marami sa ating prepositioned relief goods. Maging ang first responders sa lokalidad, apektado rin. Ito po, inaaral natin, kasama ng iba pang puwedeng maisaayos, para higit pang mapabuti ang serbisyo sa ating mga Boss,” he said.

Aquino also lauded the “always on call” Social Welfare Secretary Corazon Dinky Soliman, whom he said was responsible for the success of the department’s programs.

“Sa serbisyo, on call siya, 25 hours a day, 8 days a week, wala pong overtime at incentive bonus. Kaya dinadaan ko na lang po sa paminsan-minsang pinapakain ko siya ng maski ano. Dahil ‘pag natapos ho kami sa trabaho, nauuwi kami doon sa 24 hours na kainan. Ibig sabihin noon, kailangang daanin sa maraming oras dahil hindi ganoon kasarap ‘yung pagkain po doon. Kaya naman po, kay Sec. Dinky: Sa ngalan ng sambayanan, taos-puso akong nagpapasalamat sa iyong wagas na pag-asikaso at pag-aruga sa ating mga boss,” he said.

The President commended the efforts of all social workers in the country, saying their service to the nation could not be boxed nor measured and calling them the face of the government’s compassion.

“Sa totoo lang, napakahirap ikahon sa iisang linya ang kabuuang ambag ninyong social workers sa ating bayan. Pero kung papansinin natin ang simpleng logo ng DSWD, marahil, mas madali nating mauunawaan ang diwa ng inyong serbisyo. Mayroong mga kamay na tangan ang isang puso, na sumisimbulo sa bukas-palad ninyong pag-aalay ng sarili para sa kapwa. Tunay ngang kayo ang mukha ng malasakit ng ating gobyerno,” he said. RC
