MOST of the local government units within the franchise area of the Metropolitan Cebu Water District (MCWD) are in favor of the plan of the water district to put up septage treatment plants (STPs).
This was the result of the informal survey conducted during the strategic planning workshop for sanitation at Golden Prince Hotel.
The workshop was spearheaded by the Asian Development Bank (ADB) and participated by representatives from the cities of Talisay, Mandaue, Cebu and the municipalities of Compostela, Liloan and Consolacion as well as representatives from the Cebu provincial government.
Most of the LGUs are also willing to make an ordinance that would help MCWD in the implementation of the septage management program.
The ADB and MCWD willmeet with the elected officials who are the decision-makers of these LGUs.
MCWD’s plan to put up STPs in Metro Cebu is in compliance with the Clean Water Act of 2004.
Putting up of STPs is an LGU mandate but MCWD’s plan is its way of helping the LGUs within its franchise area.
MCWD is planning to put up STPs in Cebu City, Cordova and Liloan to be shared by other towns within Metro Cebu.
The sharing scheme will ensure a lower user fee instead of having one per local government, which will have to recover the cost of investment.
The Cebu City plant will cater to customers in the cities of Cebu, Mandaue and Talisay. The plant in Cordova is for customers in Cordova and Lapu-Lapu. Customers in Lilo-an, Consolacion and Compostela will be using the Lilo-an plant.
