DOJ orders probe of ‘gang rape’ of inmate’s wife in Bilibid

The Department of Justice (DOJ) has ordered Bureau of Corrections (BuCor) Ricardo Rainier Cruz III to investigate the alleged gang rape of an inmate’s wife inside the Maximum Security Compound of the New Bilibid Prison (NBP) in 2013.

In a one-page 1st Indorsement dated Oct. 14, 2015 signed by Justice Undersecretary Francisco Baraan III, he ordered Cruz for an “early submission of the subject comment and recommendation.”

Baraan, who is the supervising undersecretary for BuCor, issued the indorsement following a letter from the Office of Chief Justice Maria Lourdes Sereno requesting the DOJ to look into the allegations of the inmate that his wife was raped by prison guards and other inmates.

The Office of the Chief Justice prompted the DOJ after the inmate took his plea to the Supreme Court after his letters to the department went unanswered.

The alleged incident occured in January 2013. The victim, according to sources disappeared, in January and surfaced only in August of that year.

Relatives only learned what happened on piecemeal information relayed by the victim. It was the father of the inmate and mother of the victim who informed the inmate of what happened.
