CEBU CITY – A retired government employee was the first candidate to file his certificate of candidacy (COC) in Cebu City.

Romeo Capangpangan, 68, from Sun Valley, V. Rama, Cebu City, arrived at the Commission on Elections (COMELEC) Cebu City office at7:30 am, but officially filed his COC as independent candidate for councilor in the Cebu City south district at exactly 8:14 a.m., according to Comelec Cebu City north district officer Marchel Sarno.

Sarno who is the tasked to accept all COCs from candidates in Cebu City north and south districts, said Capangpangan was his classmate in the law school several years ago.

Capangpangan who finished law school but did not take the bar, said he worked as public school teacher, social worker at DSWD 7 and social worker at the Cebu City Regional Trial Court assigned in handling family-related cases.

Capangpangan said he will implement projects for senior citizens and persons with disabilities if he wins.
