In its 5 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said “Ineng” was located at 130km northeast of Calayan Island in Cagayan province.
It has maximum sustained winds of 160 kph near the center and gustiness of up to 195 kph, said Pagasa.
In its 11 pm Friday bulletin, it had maximum sustained winds of 170 kph near the center and gustiness of up to 205 kph.

Public storm warning signal no.3 is still up in Batanes Group of Islands, Northern Cagayan including Babuyan and Calayan Group of Islands.
Cagayan, Northern Isabela, Kalinga, Apayao, Abra and Ilocos Norte provinces remain under signal number 2.
Signal No. 1 is still up in the rest of Isabela, Ifugao, Mt. Province, Benguet, La Union and Ilocos Sur.
Radio reports early Saturday said power is out in Laoag City and its nearby towns in Ilocos Norte. In a DZMM report, it said there were already families brought to evacuation centers in Laoag City.
Under yellow warning alert (7.5 mm-15 mm) are Metro Manila and the provinces of Bataan, Cavite, Batangas, Laguna, Rizal and Bulacan.
Under yellow alert, flooding is possible, especially in low-lying areas.
In its 7 a.m. advisory, light to moderate with occasionally heavy rains are expected in the provinces of Zambales, Tarlac, NuevaEcija, Pampanga and Quezon in the next three hours. Totel V. de Jesus, INQUIRER.net
