VICE President Jejomar Binay’s longtime secretary Eduviges “Ebeng” Baloloy has been on leave since last year but has been receiving her salaries every payday, the head of the personnel office of Makati City said during a Senate hearing on Tuesday.
Responding to queries of Senator Antonio Trillanes IV, Vissia Marie Aldon, head of Makati City’s human resource development office, confirmed earlier reports in the media that Baloloy was still receiving her salaries.

Aldon said yes when Trillanes asked if she was aware that Baloloy was still in the payroll.
Asked again if Baloloy is still an active employee of the Makati City government, the resource person said: “Yes your, honor, but she filed her early retirement already, your honor.”
But Aldon could not say, however, whether or not Baloloy filed her retirement application in person.
She said Baloloy has been receiving salaries every 15th and end of the month because her application for leave was approved since last year.
“Hindi sya pumapasok?” Trillanes asked, referring to Baloloy.
“No, because she’s entitled to leave credits, your honor,” Aldon said.
She could not also say who was getting Baloloy’s pay, saying the releasing of salaries is under the finance department.
Baloloy was among the resource persons ordered arrested and detained by the Senate for continued refusal to attend the subcommittee’s hearing on corruption allegations against the Vice President.
