Comelec declares failure of bidding for upgrade of PCOS machines

The Commission on Elections (Comelec) special bids and awards committee 2 on Tuesday declared failure of bidding for the refurbishment of the existing 81,000 precinct count optical scan (PCOS) machines.

During the open bidding, Comelec SBAC2 said no bids were submitted even as three prospective bidders — Smartmatic, Indra Sistemas SA and Vertex — bought bid documents.

Smartmatic and Vertex both submitted letters of withdrawal, while Indra was a no-show.
