Aquino formalizes Hilbay appointment as Solicitor General

President Benigno Aquino has formalized Florin Hilbay’s appointment as Solicitor General, Malacañang said Friday.

“In-appoint na po ng Pangulong Aquino bilang Solicitor General sa Office of the Solicitor General (OSG) sa ilalim po ng DOJ (Department of Justice) si Atty. Florin T. Hilbay,” Deputy Presidential Spokesperson Abigail Valte said during a press briefing.

She said Aquino signed Hilbay’s papers on June 16.

Hilbay was designated as acting solicitor general in August, replacing Francis Jardeleza who was appointed associate justice of the Supreme Court.

Before being appointed Solicitor General, he defended the Reproductive Health Law before the Supreme Court as senior state solicitor in 2013. The other cases that he handled were on the Disbursement Acceleration Program (DAP), the Priority Development Assistance Fund (PDAF), and the Enhanced Defense Cooperation Agreement.

He received his economics degree at the University of Santo Tomas and his law degree at the University of the Philippines, where he later taught Constitutional Law.

He was the bar topnotcher in 1999.
