The state weather bureau issued a thunderstorm alert in Metro Manila, Northern Luzon, Albay, and Northern Mindanao on Tuesday morning, urging the public to monitor updates throughout the day.
In four separate warnings at around 10 a.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said thunderstorms were more likely to develop in those areas within the next 12 hours.
In its 7 a.m. forecast, Pagasa said Northern Luzon would experience isolated thunderstorms in the afternoon or evening.
At around 9 a.m., Pagasa said light to moderate rain had been affecting portions of Zamboanga City, Basilan, and Sulu, and may persist for one to two hours.
On Monday afternoon, a heavy downpour submerged parts of Metro Manila and nearby provinces in Luzon.
