We (the local government) don’t have the expertise to determine if an establishment is compliant with the fire safety code. That falls under the mandate of the Bureau of Fire Protection. In fact, memo circulars say so. If you’re going to make us fully accountable for (a fire), give us that responsibility to begin with. —Valenzuela City Mayor Rex Gatchalian
