3 cop officers in ‘Edsa Hulidap’ case suspended, stripped of benefits

Three police officers–one of them dismissed from the service–tagged in a brazen robbery and abduction incident along Edsa last year were indefinitely suspended as members of the Philippine National Police Academy Alumni Association Inc. (PNPAAAI).

Suspended and stripped of their benefits and privileges as members of the PNPAAAI were Senior Inspector Joseph de Vera, Senior Inspector Oliver Villanueva and dismissed Inspector Marco Polo Estrera, all from PNPA Class of 2001.

Also facing disciplinary sanction and indefinite suspension is Senior Inspector Erwin Emelo of PNPA Class 1988, the former Southern Police District top cop accused of raping a guest relations officer inside his office in Taguig City in October last year.

Retired Chief Superintendent Tomas Rentoy III, PNPAAAI board chair, said in a statement on Monday that the police officers were suspended for “allegedly committing inimical, detrimental and prejudicial acts based on the association’s disciplinary rules and procedures.”

Citing the corporate by-laws of the PNPAAAI, Rentoy said their decision to suspend the officers was provided for in the board’s disciplinary rules and procedures in imposing sanctions against their members.

He added that the police officers failed to explain their side on the cases despite the “ample time” the PNPAAAI gave them.

Villanueva, De Vera and Estrera were among the ‘‘Edsa Hulidap’’ cops charged with robbery in band, kidnapping for ranson and a violation of the Anti-Carnapping Act of 1972 for accosting passengers of a vehicle on Edsa in Barangay (village) Wack-Wack, Mandaluyong City, in September last year..

De Vera is the deputy commander of the Quezon City Police District Station 1 based in La Loma, Quezon City, while Villanueva is head of the station’s investigation and intelligence branch. Estrera was a former Police Inspector dismissed from the service.

Emelo, meanwhile, was relieved as head of the SPD Special Operations Group after his involvement in the alleged rape incident in October last year. He was transferred to the Personnel Holding and Accounting Unit.

Prior to this, Emelo was demoted to Chief Inspector in 2006 for a grave misconduct case filed by a Caloocan City businesswoman. He was also involved in reports relating to ‘sex-for-hire girls’ in Caloocan City in 2002. AU
