Rosario was elected board member, representing the province’s fourth district, from 2004 to 2013.
Revita said that Rosario was on his way home and was already at Barangay (village) San Ramon in Manaoag at about 7:15 p.m. when he was waylaid.
“He just came from the community hospital in Mapandan [town]. He said that as he was driving he already noticed a motorcycle tailing him,” said Revita in a telephone interview.
