Are more children conceived in areas without electricity?
Senate ways and means chairman Ralph Recto thinks so and has urged officials of the Department of Energy to prioritize the electrification of rural areas where couples are likely to have sex for lack of better things to do after dark.
“Since I became a congressman, I have been through most parts of the country and I have always noticed that the areas without electricity, where the farmers and fishermen are, are also host to the biggest families,” Recto said in an ambush interview during a break in the budget hearing of the Department of Energy’s 2012 appropriations.
“Definitely there is a correlation. I cannot present a scientific study to support this position but I’m offering this perspective,” he noted. Cathy C. Yamsuan
