The Philippine Reclamation Authority (PRA), formerly known as the Public Estates Authority (PEA), was created by virtue of Presidential Decree No. 1084 signed on Feb. 4, 1977, by then President Ferdinand Marcos. The PEA was transformed into the PRA by virtue of Executive Order No. 380 issued on Oct. 26, 2004. Marielle Medina, Inquirer Research
